anytime any parent has a drug problem the kids are better off with the other parent.
Yes this is enough, patition the court for temp. full custody—maybe this will force the Mom to get the help she needs—the kids need her too!

If you want your daughters to live with you, consult an attorney immediately. You have emails from her mother stating her daughter has a drug problem and doesn’t spend time with her kids. She’ll end up paying you child support and be forced into rehab if she wants further interaction with her kids.
You will need to talk to your lawyer about challenging custody but this sounds like a good reason. Immediately you can try paying the $1900 to her parents as it seems they are taking care of the girls.
You will need to prepare a motion to modify custody. This link will teach you how to prepare, and how to hire an attorney, without going bankrupt. No cost and nothing to buy, just Pay It Forward.

i feel sorry for her, but i guess the girls [ i hope] the girls are better off with you.
it depends how the girls feel about it.
are they more than happy with their friends and activities at school?
is grandma’s house warm and loving?
taking girls from their mother can have lasting adverse effects.
you can ask the court to give the money to the grandparents.
however it sounds as if its about the money.
her parents are enablers.
for never making her pay board in the first place.
