I am pretty sure there are girls that don’t do drugs at raves, and I would like to meet those kind of girls there when I go. How should I approach them and break the ice with all the loud music and friends with them?

ask them if they are “rolling” if not they are clean and if they ask you to roll they want pills and move from there
i think that most girls at clubs, bars, raves, etc. do want guys to approach them, so first of all just have confidence. bring a group of guy friends with you because i think the easiest way is just to ask them if they want to dance with you and your friends. everyone pairs up and starts dancing (and talking while dancing, if possible). if it seems to be going well, ask her if she wants to move to somewhere where it’s easier to talk/hear each other. good luck!
